The Department of Space has issued an extraordinary office memorandum directing all ISRO centres not to accept voluntary retirement or resignation applications from Scientific and Technical personnel associated with the Gaganyaan mission and other critical national projects. Instead, every such case is to be referred to the Department of Space for a final decision. The government has itself acknowledged that the retirement and resignation of Group ‘A’ scientists and engineers have adversely affected the implementation of these prestigious national missions.
The memorandum is significant not because it introduces a new administrative procedure, but because it inadvertently exposes a much deeper institutional challenge. The departure of scientists is not the disease; it is the symptom. An organisation that once attracted the country’s brightest engineering and scientific minds through its culture of excellence, intellectual freedom and national purpose now finds itself attempting to stem the outflow of talent through administrative intervention. That should concern every Indian who takes pride in ISRO’s extraordinary legacy.
The latest development must also be viewed against the backdrop of India’s ambitious space-sector reforms and the creation of IN-SPACe to facilitate greater private participation. The reforms were both timely and necessary. They sought to unleash innovation, attract investment, encourage entrepreneurship and allow ISRO to concentrate on frontier science, human spaceflight, deep-space exploration and advanced research, while the private sector expanded commercial applications and services. There is much to welcome in that vision. However, the success of this entire architecture rests upon one indispensable assumption—that ISRO itself remains a vibrant institution capable of continuously producing new technologies, scientific breakthroughs and intellectual leadership. A thriving private space economy cannot flourish if the parent institution that created India’s scientific capital is itself struggling to retain its finest minds.
When Newsroom24x7 (now ThisisNews.org) examined these reforms in 2020, it welcomed the opening of the space sector but simultaneously cautioned that structural reforms alone would not be enough unless they were accompanied by institutional renewal and visionary leadership within ISRO. The concern then was not about the merits of private participation. It was about whether the organisation possessed the leadership and organisational culture necessary to sustain such a transition. Six years later, the latest memorandum appears to lend fresh relevance to those concerns.
If some of India’s brightest young scientists and engineers, including those entrusted with the country’s most prestigious programmes, are choosing to leave the organisation, the obvious question is not how to prevent them from resigning but why they wish to resign in the first place. Administrative restrictions cannot manufacture motivation, professional fulfilment or institutional confidence. Scientists are retained by purpose, opportunity, intellectual freedom and inspirational leadership—not by routing resignation files to higher offices.
Over the past several years, ISRO has undoubtedly continued to achieve important technological milestones. Yet alongside these successes there is a growing perception that the organisation has been confronting a deeper institutional malaise. Concerns over organisational culture, the retention of scientific talent, succession planning, internal decision-making and the quality of institutional leadership have increasingly entered professional discourse. This is not about questioning the integrity or commitment of individuals. It is about asking whether the institution is continuing to nurture leaders who command respect through scientific excellence, strategic vision, intellectual authority and the ability to inspire generations of scientists by personal example.
History offers an instructive lesson. ISRO became one of the world’s most respected space agencies because pioneers such as Vikram Sarabhai and Satish Dhawan built an institutional culture where scientific excellence flourished alongside autonomy, humility and innovation. Scientists did not remain in ISRO because administrative rules prevented them from leaving. They remained because they believed they were part of a larger national mission under leaders who inspired trust and confidence.
The issue assumes even greater significance because the emerging space economy is not being built upon an empty canvas. It rests upon technologies, datasets, applications, patents, institutional knowledge and scientific capabilities painstakingly created over more than five decades through public investment. India’s taxpayers financed the satellites, launch vehicles, research institutions, application centres, laboratories, field studies and the generations of scientists whose work today forms the backbone of commercial opportunities. The National Natural Resources Management System, the Space Applications Centre, the National Remote Sensing Centre, satellite-based crop forecasting, groundwater mapping, flood monitoring, watershed management, disaster response and numerous other applications had become integral components of India’s development architecture long before the phrase “space economy” entered the policy vocabulary. Commercialisation should certainly be encouraged, but it can only remain sustainable if the institution that continuously generates new scientific knowledge remains intellectually vibrant and capable of attracting the country’s finest talent.
The latest memorandum should therefore be read not as a solution but as an admission that something fundamental requires urgent attention. The government has correctly recognised that the loss of experienced scientific manpower threatens national missions like Gaganyaan. Yet preventing resignations without understanding the reasons behind them is akin to treating the fever while ignoring the underlying illness. The challenge before ISRO is not merely one of manpower management; it is one of institutional renewal.
India’s space economy may well represent the future, but that future cannot be secured merely through policy reforms, regulatory institutions or commercial optimism. It will ultimately depend upon the strength of the scientific institution that created the nation’s space capabilities in the first place. ISRO does not merely launch satellites; it creates knowledge, technologies, institutions and generations of scientists. If that institution finds itself compelled to prevent its own engineers from leaving, the challenge before policymakers is no longer administrative—it is institutional. India does not need a policy that merely retains scientists. It needs leadership that inspires them to stay.
